And when He, glorified and exalted is He, manifested the whip of punishment by the hand of power, it indicated the establishment of justice by the fruit of wealth. And since it is in the context of mercy through sending, He expressed it with lordship and said: "And what was" [meaning: any occurrence] "your Lord" [meaning: the one who does good to you with kindness by sending you to the people] "destroying the towns" [meaning: this entire category by sin, even if it is great] "until He sends in its mother" [meaning: its greatest and most honorable, because others are subordinate to it]. And it is not a condition that He be from its mother, for indeed Jesus, blessings and peace be upon him, was from Nazareth, and he was sent in Jerusalem. "A messenger reciting to them" [meaning: to all the people of the towns] "Our signs" that indicate - by what it has of conformity to the paths of reason - what is appropriate for us from wisdom, and by what it has of miraculousness - due to the uniqueness of the word - and overwhelming greatness, to establish the proof and cut off the excuse, so that they do not say: "Our Lord, if only You had sent to us a messenger" [Al-Qasas: 47]. And for this reason, when we intended the generality of creation through the message, we made the messenger from the mother of all towns, which is Mecca, the sacred city. And in it, because it is a city where affairs proceed according to the law of wisdom, it is in the lands of the desert that the word appears. So I combined the two matters because the one sent to it is a gatherer, and the two effects were permissible because the conclusion is realized. And the secret in making the supporter of his religion, Jesus, blessings and peace be upon them, from the desert is the abundance of the appearance of the word at his hands.
And when He limited destruction by sending as a warning, He set for it another end to clarify the matter and to inform. And since it is in the context of the audacity of the people of misguidance against his high status by violating the sanctities, He expressed it with the tool of greatness and said: "And We were not" [meaning: by Our greatness and richness] "destroyers of the towns" [meaning: all of them], "after sending" [meaning: except that their people are wrongdoers] [meaning: deeply rooted in wrongdoing by disobedience, by abandoning the fruits of faith].
