And when he mentioned this specific gathering, and the evidence for the absolute gathering and resurrection, he mentioned the general gathering, so that it would not be assumed that he only gathers the disbelievers. He said, indicating their generality in death as he included them in sleep, and their generality in being brought to life as he included them in awakening: ﴿And the Day the Horn is blown﴾ meaning: with the easiest matter ﴿in the Horn﴾ meaning: the trumpet that has been made its sound for the death of all.
And when what arises from their terror, while it is certain and definitive as if it has already occurred and passed, will be at one moment, he indicated this and the swiftness of its occurrence by expressing it in the past tense, so he said: ﴿And all will be terrified﴾ meaning: they will be struck down because of this blowing ﴿who is in the heavens﴾.
And when the matter is terrifying, elaboration is preferable, so he said: ﴿And who is on the earth﴾ meaning: all of them ﴿except whom Allah wills﴾ meaning: the One who encompasses knowledge, power, might, and greatness, that they do not become terrified; then he indicated the blowing for the resurrection of all by saying: ﴿And all﴾ meaning: whoever is terrified and whoever is not terrified ﴿will come to Him﴾ meaning: (p-222) after that for reckoning with another blowing by which He will establish them, as evidence of the completeness of power in that He established them by that with which He put them to sleep ﴿subdued﴾ meaning: humbled and broken; and he sufficed from explicitly stating this with what is known by intuition that it is not possible to bring them in the state of their terror, which is a metaphor for the nullification of their senses. This is the meaning of what many of the interpreters have said, and it is suitable for the context of the previous verses - since the speech is about the Day of Resurrection, which is the time between resurrection and the entrance of the two groups into their abodes - that this blowing occurs after resurrection and with mere striking down is like a swoon, just as the gathering of the groups is likewise. The expression of terror supports this, and the coming after it with another blowing will be by which the establishment occurs. Thus, these two blowings are what is intended by his saying ﷺ: "The people will be struck down on the Day of Resurrection" - the hadith, and the discussion about it will come, if Allah wills, in wording and meaning, and it will resolve what is ambiguous in the end of Surah Az-Zumar.
