Commentary
And when she clarified what is in the confrontation of danger, she followed it with what she had resolved upon regarding the peace. She said: "And indeed, I am sending a messenger." And He, glorified and exalted is He, indicated the greatness of what she is sending by mentioning in her words: "to them," meaning: to Him and to His troops, "with a gift," meaning: that it would have an effect on them. Al-Baghawi said: It is the gift given in a manner of kindness.
"So, waiting," following that and because of it, "with what," meaning: with what thing, "will the messengers return to her with that gift from him regarding the saying or the situation? So we will act thereafter according to what we see of his matter, and we will have thus saved ourselves from the danger of proceeding with what we do not know the outcome of, and what we have done will not harm us at all.
