Commentary
And when He, glorified and exalted is He, magnified the verses of the Book with what is in it of the gathering from the spreading along with the clarification, He mentioned His state and said: ﴿A guidance﴾. And when a thing may guide to a goal that disturbs the state of its seeker, He negated that, and He added [to it] with the conjunction indicating perfection in each of the two descriptions: ﴿and glad tidings﴾ [meaning:] great.
So when the souls longed, and the hearts found comfort, He prevented those who are not worthy from this great fruit and said: ﴿for the believers﴾ meaning: those for whom that has become an essential description due to what they had before the call of the caller from the purity of morals and the good lineage. And in the explicit mention of this state, there is an allusion that it is a trial and a warning for the disbelievers ﴿He leads astray by it many and guides by it many﴾ [Al-Baqarah: 26] ﴿As for those in whose hearts is deviation﴾ [Al-Imran: 7] - the verse,
﴿Say, it is for those who believe a guidance and a healing; and those who do not believe, in their ears is deafness, and it is upon them blindness﴾ [Fussilat: 44] to other than that from the verses.
