And when the lover is inclined towards what his beloved desires, he informed them that all that they are in is by His will. So He said: ﴿If We will﴾ and expressed it in the present tense in His saying: ﴿We send down﴾ as an indication of the continuity of power. And since that sending down is from the aspect of compulsion, might, and dominance, He said: ﴿Upon them﴾ and He stated the intended meaning: ﴿From the heaven﴾ that is: which We have made in it constellations for benefits. And He indicated the completeness of power by its unification, saying: ﴿A sign﴾ that is: overpowering, as We did with some before them by splitting the mountain and similar acts. And He indicated the realization of its effect by expressing it in the past tense in His saying, in connection to “We send down,” for it is in the meaning of: “We sent down”: ﴿So their necks remained﴾ that is: after the sending down without delay. ﴿Their necks﴾ which are the place of rigidity, and from it arises the movements of arrogance and turning away. ﴿To it﴾ that is: to the sign always. But He expressed it in a way that conveys the day, for it is the place of power over all that is intended from turning and schemes and defense. ﴿Humbled﴾ its plural likewise, for the action is for its people to indicate that their humiliation to it will be while they are all together, and the gathering does not suffice even if it increases somewhat. The original is: So they remained, but He mentioned the necks because they are the place of submission, for their softness appears after their rigidity, and their breaking after their pride. And to indicate that submission occurs naturally without reflection due to what has astonished and perplexed them from the greatness of the sign, as if the action is for the necks and not for them; and submission is: calmness, stillness, and softness in humility and breaking.
