Commentary
And it was said: by the saying of one who accepts it from Pharaoh. To the people, meaning: all of them, urging them to hasten to gather at the command of Pharaoh, and testing them whether they have turned back from his religion. He knows that what has appeared of the miracle, which includes his inability to respond to any harm from one who confronts him with what there is no hope of confronting him with even the least of it, has left no doubt that he is a defeated and subdued one. And that this necessitates following Musa, peace be upon him: "Are you all gathered?" meaning: [a gathering that you are firmly established in, as it is in your hearts just as it is in your bodies], all of you, so that it may be more awe-inspiring for you. [And this speaker beautified for them the continuation of what they were upon of falsehood by mentioning the side of the magicians, even though he conditioned it with victory, and did not allow for the mention of the side of Musa, peace be upon him, so he said].
