Commentary
And when He, glorified and exalted is He, clarified that the Qur'an is contrary to the sayings of the devils, and clarified that the state of the Prophet, blessings and peace be upon him, and the state of his followers is contrary to the states of the devils and those who come to him from the soothsayers, by what He, glorified and exalted is He, mentioned of his actions, blessings and peace be upon him, and the actions of his companions, may Allah be pleased with them, of turning towards Allah and turning away from others, it became known that there is a great distance and a significant difference between them and the devils. And that the state of the Prophet, blessings and peace be upon him, is in agreement with the state of the trustworthy spirit, who descended upon him with the wise reminder. The soul longed to know the states of the brothers of the devils, so He said, motivating those who desire that, completing the removal of the confusion about the Qur'an being from Allah. And there is a difference between the verses that are forced in mentioning this and a reminder of the emphasis of its matter: "Shall I inform you?" That is, I inform you of a great and beneficial news in religion, of great benefit in distinguishing between the allies of the Most Merciful and the brothers of the devil. "Upon whom does it descend?" And the recurrence of "the devils" when they eavesdrop on the hearing in a manner of secrecy, by what was indicated by the omission of the 'taa', and the preposition entered upon the noun that includes the question, for the meaning of the inclusion is that its origin was: 'Amana', so the hamzah was omitted from it in a continuous omission as was done in "Hal" because its origin is "Ahl" as he said:
Ask the knights of Yarbou' about our strength, the people we saw at the slope of the valley of the hill.
So the question is implied before the preposition, as indicated by Al-Zamakhshari.
