And when the purpose of the Surah is to console regarding their lack of faith, due to their low status, not because of any deficiency in its statement, nor due to any shortcoming in its matter, Allah, the Exalted, said [clarifying His ability from before]: ﴿In a clear Arabic tongue﴾. And when there exists in Arabic that which is foreign in wording or structure, problematic for many of the Arabs, He said: ﴿Clear﴾, meaning: clear in itself, revealing what is intended from it without leaving any ambiguity for those who reflect upon it (p-98) with true reflection as is customary for the Arabs in their communications, from all their languages, with their realities and metaphors, according to the breadth of their intentions and the distance of their aims in their dialogues, and the goodness of their purposes in their allusions and metaphors. And whoever encompasses that with true comprehension is not the knowledgeable, wise, expert, or insightful one. Rather, His Arabic and clarity are a clarification of His precedence in the heart, for whoever speaks in his language - so how about the clear one among them - the meanings precede the words to his heart. If it were foreign, it would descend upon the hearing, for he hears the bells of letters that he does not understand their meanings. Al-Kashaf said: And a man may be knowledgeable of several languages, but when he is spoken to in the language he was first taught and raised upon and became accustomed to, his heart is only directed to the meanings, and he hardly pays attention to the words. And if he is spoken to in another language, even if he is skilled in it, his focus is first on its words and then on its meanings - this is the end. So therein is a great rebuke for one who knows the tongue of the Arabs and does not believe in it.
