He said: [Clarifying that their disease is the love of wealth, which leads them to a bad state.] ﴿Fulfill the measure﴾ means: Complete it fully without any doubt in it when you measure, just as you fulfill it when you measure for yourselves. And when He commanded them to fulfill, He prohibited them from deficiency in a general manner, saying: ﴿And do not be﴾ meaning: a being that is like a natural disposition. And perhaps it is a reference to what may occur from such thoughts or states that overpower a person in which their nature prevails, then they return from it, erasing it. And for this reason, He said: ﴿Among the losers﴾ meaning: those who lose - that is, diminish - their souls and their religions by causing people to lose their worldly affairs through deficiency in the measure or other types of deficiency from everything that leads to loss. So you would be known for that among those who do it.
