Then he described them by what he clarified about their excess, which is the committing of pure, absolute corruption that has no righteousness with it. He said: 'Those who cause corruption in the land,' meaning: they do what leads to corruption because it is not established based on Allah.
And since it might be claimed about some corruption that there is righteousness in it, he denied that by saying: 'And they do not bring about righteousness,' meaning: because they have based their matter on polytheism, they have become in a state where no action is righteous for them, even if it appears otherwise. Or the meaning is that the extravagant person is one who is deeply rooted in extravagance by combining these two matters.
