Commentary
And when He, the Exalted, mentioned His power in preventing water from mixing, He followed it with the power to mix it. This is so that it should not be thought that He is incapable, affirming the action by choice, and refuting the saying of nature. He said, expressing with the pronoun as previously mentioned, urging the recall of the actions and attributes that have been mentioned, so that the context, for which the pronoun was repeated, may be known: "And He is" meaning alone "the One who created from water" by mixing it with clay "a human" as you see Him creating from it vegetation, trees, leaves, and fruits. "Then He made him" meaning after that by developing in the stages of creation, and the progression in the stages of upbringing "a lineage" meaning a male who is attributed to Him "and a kinship" meaning a female who is related - that is, mixed with the male. So He divided this water after the development into male and female, just as that water was made into two types: sweet and salty. He mixed the male water with the female water whenever He wished, and prevented it from doing so whenever He wished, just as He distinguished between sweet and salty and mixes between them whenever He wishes by His comprehensive knowledge and complete power. "And your Lord was" meaning the Benefactor to you by sending you and revealing this reminder to you "capable" of all things, His power over what He mentioned of the creation of these distant matters from a single substance. So He grants success to whom He wills, making him sweet in taste, easy in character, and He forsakes whom He wills, making him bitter in character, full of discord, or confused in character, deeply rooted in hypocrisy. So turn to this Lord, the All-Encompassing in power, the One with complete knowledge.
