And when their obstinacy was that a messenger should be sent down to him, who would be with him as a warner, it might have stirred in the soul the desire to respond to their proposal out of eagerness for their guidance. So he first indicated that there is no benefit in that, as the support of Harun for Musa, blessings and peace be upon them, did not avail the Egyptians at all. Secondly, he indicated that the basis for the necessity of believing in the warner is the coming with that which incapacitates. This was present in the verses of the Qur'an, which are applicable in every time and place with complete clarity. Thus, every verse of it stands in place of a warner. He said, indicating that he only left that for wisdoms that He knows: 'And if We had willed, We would have sent a warner in every city,' meaning from among humans or angels or others from Our servants, just as We divided the rain. For the dominion - as we have mentioned at the beginning of the Surah - is entirely Ours; there is no partner for Us who can prevent that by virtue of his right, nor a child who can prevent it by virtue of his proof. However, We did not do so due to the sufficiency in the verses of the Qur'an regarding that, and due to the uniqueness of your call with honor for you - and other such wisdoms.
