And when it was made clear that they had denied him and opposed him, and he indicated by the verse of Al-Hashr towards Hell that he does not destroy them in general, he turned to the worker of 'to establish' as a consolation for him and a warning for them, saying: ﴿And certainly We gave﴾ meaning with what We have of greatness ﴿Moses the Book﴾ as We gave you, in which We clarified the laws, the traditions, and the rulings, and We made it a guidance and a mercy. And We sent it down to him in stages over about twenty years. It is said that it was eighteen, just as We sent down to you this Qur'an in more than twenty years, as I clarified that in the end of Surah An-Nisa and others. It is such that no one who has read the Torah can deny that, for it is clear from its texts.
And he increased in consolation by mentioning the minister, for the response to the two is further away. And in it is an indication that sending an angel, as they proposed, to be with him as a warner would not benefit their faith. So he said: ﴿And We made﴾ with what We have of greatness ﴿his brother with him﴾ then clarified it by saying: ﴿Aaron﴾ and clarified the place of the making by saying: ﴿a minister﴾ meaning a supporter in every matter We sent him with, and he is a prophet as well. There is no contradiction between ministry and prophethood.
