32Said those who disbelieved, “Why has the Qur’ān not been revealed to him all at once?” (It has been sent down) in this way (i.e. in parts) so that We make your heart firm, and We revealed it little by little.

Commentary

And when He, glorified and exalted is He, mentioned His complaint about their abandonment of the Qur'an, and established their enmity towards it and His support against them, He followed that with what indicates it. He said, in connection to what has passed of the similarities in the doubts, and revealed the place of the implicit as a reminder of the description that led them to this saying: "And those who disbelieved said," meaning they covered enmity and jealousy with what their minds witness to be true, that the Qur'an is speech for its miraculousness to them, separately, let alone being together. They covered what was clear to them of its evident effects that testify to His Oneness, and other than that from His exalted attributes: "If only" meaning, why not.

And when they, due to their extreme weakness, could hardly allow the naming of the Qur'an as revelation, let alone attribute its sending down to Allah, glorified and exalted is He, they built for the action in this doubt which their saying: "It was revealed upon him" presented. And when they expressed it with the form of causation, indicating gradualness and separation, to attract the listener so that he would not turn away from them, they indicated that this was not intended. They said: "The Qur'an," meaning the name necessitates it being collective; then they clarified their intent by saying: "as a whole" and they confirmed by saying: "as one," meaning from the beginning to the end at once, to establish that it is from Allah, and to remove from us what we might imagine that it is that which is arranged little by little. Thus, their expression with what indicates separation is more eloquent in their intent, for they encouraged the listener to engage with their words by settling it on what approaches their intent. Then they completely removed by the gradualness, so there was in that a surprise with awe and despair from what was hoped for in the approach that was not in "He sent down" and Allah knows best.

And when the decree was: and what is revealed to him is not revealed all at once, and there are great benefits in the division, He, glorified and exalted is He, indicated their greatness by His saying, expressing the indication of what it encompasses of greatness with the tool of distance: ﴿Thus﴾ meaning We revealed it piece by piece in this great manner which they denied ﴿to strengthen your heart﴾ by the assistance of the repeated sending of messengers between us and you, and by enabling you and your followers to understand the meanings, and easing the rulings in carrying them for the people of Islam, gradually according to the interests, and to avoid the wisdom in the abrogating and abrogated, for what He arranged in it of interests, and facilitating the memorization, especially while the nation is unlettered, not reading or writing, and teaching the answers at their times, and magnifying the miracle, for what He challenged with a star from it and they were unable to do it, they knew that inability to do more than it is more appropriate. So the result is that the division is more inclusive in the realm of the miracle, and in everything there is wisdom. It is known that this objection is superfluous and a dispute over what has no benefit beneath it from the narrowness of understanding, and the lack of adornment, and the difficulty of the dangerous, the habit of the cut-off and astonished, for the focus is the miracle. As for whether it is in one piece or divided, it is a matter that has no benefit for them in it, and the indication is not likely to be for the previous scriptures, for their revelation was indeed gradual as clarified in Surah An-Nisa regarding the text of the Torah referring to our Book, not as many people imagine, and there is no basis for it except a lie from some Jews who likened it to the people of Islam, and it spread among most of them, and they began to strive to provide answers for it, and the Jews now admit that the Torah was revealed over about twenty years, and Allah is the Grantor of success.

And when its revelation in parts is better, He confirmed it by saying, in conjunction with the action to which “Thus” is related ﴿And We revealed it in a measured, deliberate manner﴾ meaning We divided it in its revelation to you over more than twenty years; and Al-Baghawi said: Ibn Abbas, may Allah be pleased with him, said: We made it clear, and the term tarteel means clarity in deliberation and certainty. Its origin is the arrangement of teeth, which is to separate them like the light of the daisy.
