And when the mention of the Revealer of the Criterion, glorified and exalted is He, has preceded, and the mention of the Criterion and the One it was revealed upon has been made in a general manner, that was followed by a detailed explanation in order. He began by describing the Revealer, glorified and exalted is He, with what is the most indicative evidence of His intention for generalization in the message to all who wish for it. He said: ﴿The One to Whom﴾ meaning solely ﴿belongs the dominion of the heavens and the earth﴾. There is no denial that He may send a messenger to all who are in them ﴿and He did not take a son﴾ to be arrogant over His messenger ﴿and there is no partner for Him in the dominion﴾ to contradict Him in the message or to share it with Him, so that some of the creation would be outside of His message or would be concerned with something other than His command.
