And when the mention of the Revealer of the Criterion, glorified and exalted is He, has preceded, and the mention of the Criterion and the One it was revealed upon has been made in a general manner, that was followed by a detailed explanation in order. He began by describing the Revealer, glorified and exalted is He, with what is the most indicative evidence of His intention for generalization in the message to all who wish for it. He said: ﴿The One to Whom﴾ meaning solely ﴿belongs the dominion of the heavens and the earth﴾. There is no denial that He may send a messenger to all who are in them ﴿and He did not take a son﴾ to be arrogant over His messenger ﴿and there is no partner for Him in the dominion﴾ to contradict Him in the message or to share it with Him, so that some of the creation would be outside of His message or would be concerned with something other than His command.

And when the standing of a thing is at a limit - such that it cannot surpass it to the limit of another thing besides it, this is an animal that cannot make itself inanimate (p-336) nor higher than the animal. And this is an inanimate object that cannot make itself an animal nor lower than the rank of inanimate objects to anything else that creation is incapable of explaining, indicating that it is a created being that is nurtured. Allah, the Exalted, said: ﴿And He created﴾ meaning He brought into existence with consideration of measurement and proportion ﴿everything﴾ meaning of what has claimed sonship or partnership and others.

And when He had proportioned everything for what it is suitable for and prepared it for that, He explained and clarified the meaning of "created": ﴿So He measured it﴾ in its creation without any discrepancy ﴿a measurement﴾ meaning that thing cannot exceed what it was created for and was prepared and facilitated for it to anything else in any way.
