Commentary
And when he negated from them the complete faith by what he described them with, it was as if he was asked about the state of the believers and he said: "Indeed, the saying of the believers was always..." that is, constantly, "the saying of the believers," meaning the two deep-rooted ones in that description. And the ten agreed on the reading of the saying to make the name of 'was' one of the two names in the definite form, which is 'that' and its connection, for there is no way for it to be indefinite, and for its similarity, as Ibn Jinni said in Al-Muhtasib, regarding the implicit, from the standpoint that it is not permissible to describe it as it is not permissible to describe the implicit. And Ali, may Allah be pleased with him, read differently, and Ibn Abi Ishaq read the saying in the nominative: "When they are called" meaning from any caller, "to Allah" meaning what the King has revealed, who has no equal to Him, from His rulings, "and His Messenger to judge" meaning Allah with what He has established of His rulings or the Messenger, blessings and peace be upon him, with what he addresses them with from his words, "between them" meaning in a judgment from the judgments for them or against them, "that they say: We have heard" meaning the call, "and we have obeyed" meaning in responding to Allah and His Messenger, blessings and peace be upon him. And when the implication was: So those are the believers, he added to it his saying: "And those are" meaning the high in rank, "they are" specifically, "the successful" those who were previously described at the beginning as the believers, that they attain all their hopes.
