Commentary
And when He established them in the two worlds: the upper and the lower, He commanded him to establish them with that which is broader and greater than both of them. So He said: ﴿Say, 'Who is in control of everything?'﴾ meaning specifically ﴿the dominion of all things﴾, meaning from the two worlds and beyond them. And the dominion is the profound kingdom in which there is no deficiency whatsoever; Ibn Kathir said: The Arabs, when their leader grants protection to someone, he does not allow anyone beneath him to grant protection to that person, so that no one encroaches upon him. And if he grants protection, it does not benefit. For this reason, Allah, the Exalted, said: ﴿And He grants protection﴾ meaning He prevents and aids whom He wills, so that he is in His refuge, and no one can approach His domain ﴿and no one can grant protection against Him﴾ meaning it is never possible for anyone to grant protection that would be superior to Him by being contrary to His will. Rather, He takes whom He wills, even if all of creation supports him, and elevates whom He wills, even if all calamities conspire against him. It becomes clear as the sun that there is no partner who can oppose Him, nor a child who can contend with Him or rival Him. Ibn Kathir said: He is the exalted lord, of whom there is none greater, who has creation and command, and there is no one to reverse His judgment, which cannot be opposed or contradicted. What He wills happens, and what He does not will does not happen.
And when this is a proof, despite being evident and not hidden from anyone, it may be that one who has an interest in the dispute may hesitate in it. He urged them to hasten to acknowledge it and incited them with His saying: ﴿If you are﴾ meaning a firm existence ﴿aware﴾ meaning among those who know.
