And when the decree was: But they do not know by that, he said: "Rather, their hearts" meaning the disbelievers among the creation; and it is permissible that this interruption is a replacement for his saying: "Rather, they do not perceive" [Al-Mu'minun: 56]. "In a state of overwhelming ignorance" meaning ignorance that has drowned them. "From this" meaning that which we have informed them of from the Preserved Book, they are disbelievers in it. "And they have deeds" and he affirmed the preposition indicating that they have no deed that encompasses the lesser than it. So he said: "From other than that" meaning beginning from the lowest rank of denial among all sins due to their denial of the Book, which necessitates their denial of resurrection, which necessitates the absence of fear, which necessitates the undertaking of every difficulty. "They are for it" meaning always. "Working" nothing prevents them except their inability to do it.
