Commentary
And when they were in a state of multitude and strength, it was as if it were said: How can they be defeated? So he answered that by saying: ﴿The dominion on that Day﴾, meaning on the Day when that comes to them, either in the Hereafter or in this world, ﴿belongs to Allah﴾, meaning the One who encompasses all attributes of perfection, and He has limited it by making His apparent name prevail, so that His command runs in it without the causes that you know.
And when it was as if it were said: What is the meaning of His specification of it when all days belong to Him? It was said: ﴿He will judge between them﴾, meaning between the believers and the disbelievers with the decisive matter, in which there is no judgment for others, neither apparent nor hidden, as you see it now. Rather, the matter will proceed in it according to the most complete laws of justice. Therefore, the emergence of justice from Him was caused by His detailed saying, beginning with it. This is to show His uniqueness in judgment by honoring those who were cutting themselves off from their humiliation in both abodes. Although their precedence is more appropriate for the purpose of the Surah: ﴿So those who believed and did righteous deeds﴾, meaning they affirmed their claim of faith by doing ﴿righteous deeds﴾, which is what Allah has commanded them with.
And when His reward for the people of His obedience is a favor from Him, He indicated that by stripping the news of the causal 'fa' (conjunction) unlike what comes regarding the disbelievers. He said: ﴿In the gardens of bliss﴾, in this world metaphorically, for their end is to them along with what they find of the pleasure of conversing and feeling the closeness, and in the Hereafter it is a reality by which Allah has shown them mercy through His granting them success for righteous deeds.
