And when hastening in actions is not requested from the Messenger, and the news of their mockery and the severity of their blindness might have understood the permission to turn away from them altogether, Allah, glorified and exalted is He, said, removing that and alerting that such a thing is only requested from the Messenger, not from the Messenger: ﴿Say﴾ meaning to them, and let nothing prevent you from their calling what We have informed you of their blindness. ﴿O mankind﴾ meaning all of my people and others. ﴿Indeed, I am for you a warner﴾ meaning and a bearer of good tidings, and He concealed it because the position is for frightening, and safety is required for the ultimate end, so the good tidings come. And because warning is the greatest intended purpose of the call, as none would proceed to it except those supported by a spirit from Allah. ﴿Clear﴾ meaning for everything that benefits you so that you adhere to it, and harms you so that you leave it. There is no deity that I hasten for you the punishment.
