And when it was as if it had been said: How can there be defense and with whom? It was said: With His believing servants. He expressed that by saying: ﴿Permission is granted﴾. He indicated by the reading of those who built it for the unknown to the ease of that for Him, glorified and exalted is He. ﴿For those who are fought﴾ means for those in whom there is strength for defense, in defending by killing after they had been preventing it in Mecca and were commanded to pardon. Then he mentioned the reason for the permission and said: ﴿Because they have been wronged﴾, meaning the wrongdoing of the oppressors against them by expelling them from their homes and causing them harm without right.
And when the estimation was: Indeed, Allah intended to manifest His religion through them, he connected to it his saying: ﴿And indeed Allah﴾, meaning the One who is the Most High King, and everything is in His grasp. It is permissible to connect it to his saying: ﴿Indeed, Allah defends﴾ [Al-Hajj: 38], meaning by His permission for them in fighting and that He ﴿is upon their victory﴾. This is more emphatic in confirming the removal of victory at that time from the disbelievers due to their multitude and strength, and for the believers due to their weakness and fewness. So he said: ﴿Indeed, He is capable﴾.
