Commentary
And when the decree was: He made for you, glorified is He, these things as rites, He followed it with His saying: ﴿And for every nation﴾ meaning from the past nations and others ﴿We have appointed﴾ by Our greatness which cannot be contradicted ﴿a rite﴾ meaning an act of worship or a place of worship or a sacrifice. Indeed, it can be a source of nasak - like nasara and karama - nusukan and manasik, and it can mean the place where worship is performed, and where the sacrifice is made, which is the hady. Ibn Kathir said: And the slaughtering of the rites and the spilling of blood (p-47) in the name of Allah has always been legislated in all religions.
Then He followed this decree with its reason, clarifying that it is not intended for itself, so He said: ﴿that they may remember﴾. And since the religion is easy and lenient, it is accepted to enter it outwardly, so He said: ﴿the name of Allah﴾ meaning the Most High King alone, upon their sacrifices and their offerings and all their worship, because He is the Provider for them alone; then He justified the mention with the blessing, alerting to the reflection upon it, saying: ﴿for what He has provided them﴾, thus it is obligatory to thank Him for it ﴿from the livestock﴾.
And when it was known that the legislator for all true laws is one, and that the reason for establishing it is His mention alone, it resulted in His saying: ﴿So your God﴾ meaning the One who legislated all these rites. And since the God is what is rightfully attributed to divinity by the established attributes, not what is merely called a god, He said: ﴿a God﴾ and described Him with His saying: ﴿One﴾ meaning even if the branches of His laws differ and some abrogate others, and if He had only said 'One', perhaps their obstinate ones would have said: The intended meaning is to limit us to one of what we worship. And He turned to the address because it is clearer and more deserving of acceptance.
And when it was established that He is One, it is necessary that He be singled out for worship, so He said: ﴿So to Him﴾ meaning alone ﴿submit﴾ meaning submit with all your outward and inward selves (p-48) in all that He has commanded or prohibited, whether abrogating or not, even if you do not understand its meaning like most of the rites of Hajj.
And when He commanded submission to those who need that either by initiation or completion or continuation, and since submission is the ease of compliance without arrogance or pride, and it is the source of tranquility and humility which are the most fitting states for the pilgrims who are stripped of sewn clothing, with their heads uncovered seeking to lay down their burdens and lighten their yokes to cover their nakedness, glorified and exalted is He accepted from the foremost of the commanded, the one who possesses what the creatures can reach of ranks of perfection, and attributes of beauty and majesty, indicating that no one can reach Him in that, so He said: ﴿And give good tidings to the humble﴾ meaning the humble, the broken-hearted, from al-khabt - for the lowly land suitable for cultivation and other benefits.
