And when He, glorified and exalted is He, clarified these visible signs in these lofty methods, this clear and guiding statement with the miracle of His judgment, He made it clear that it is also miraculous in its composition. He said: ﴿And likewise﴾ meaning, just as We have clarified these visible signs, which We have sent down Our words to clarify their judgment and reveal their secrets, ﴿We have sent it down﴾ meaning all the words with what We have of magnificent greatness ﴿clear signs﴾ whose composition is miraculous, just as its judgment is miraculous.

And when the speech is clear that the purpose is: so that one who has gone astray may know with this clarification that Allah leads astray whom He wills, He added to it His saying: ﴿And that﴾ meaning, and so that one may know that ﴿Allah﴾ meaning the One described with honor, just as He is described with vengeance ﴿guides﴾ meaning by His signs ﴿whom He wills﴾ meaning for the clarification of His power and choice, removing the distress of those who say: if the visible and audible signs are at this level of clarity, then why do most people remain in their misguidance, with the causes not following their effects?
