And when he mentioned the subjugation of the wind to him, he mentioned that he subjugated to him what the fire and the wind are most dominant in working in the water. This is in contrast to the elevation of the load in the air by means of diving in the water. He said: "And from" meaning, and We subjugated to him "the devils" who are the most rebellious and defiant of all. (p-460) And the gentlest of them in bodies. He expressed it in the plural because it indicates the greatness of the control. He said: "They dive for him" in the waters for what he commands them with, from extracting jewels and other benefits. This is because We made their bodies denser while maintaining their lightness to accept diving in the water, a miracle within a miracle. [And our Prophet Muhammad, blessings and peace be upon him, strangled the jinn who came with a flame of fire, and a group of his companions, may Allah be pleased with them, captured jinn who came to the fruits of charity, and Allah enabled them over them -] "And they do great work" meaning, very great work.

And when their ability to dive was the highest [that] could be in their matter, and the intended purpose was to exhaust their ability for what is lower than that of what he wants from them, he removed the constraint and said: "Below that" meaning, beneath this great matter or other than it from the construction of what he wants, and the making of whatever he wishes, from the amazing crafts and strange effects. In this is the subjugation of water and soil through the devils. He concluded at the end of the reference to the subjugation of the elements - with the one who subjugated to him the four elements just as he began with that. "And We were" meaning, with Our greatness that overcomes everything, "guardians for them" from doing other than what He wants. And he did not mention Hud, peace be upon him, here, even though he had subjugated the wind to him, because its action for him was according to the custom of destruction and harm during its storms, even though it was miraculous in its strength. And that which was for Sulayman, peace be upon him, was for safety and benefits. This, along with its repetition, makes its matter more apparent, and its action purer and cleaner.
