So when he mentioned what Harun, blessings and peace be upon him, said, the soul turned to the knowledge of what Musa, blessings and peace be upon him, said to him. This is because he is his successor among them, while being a leader in himself. So he alleviated this burden by his saying, dismissing his taking [of it] by the head of his brother due to what has been previously mentioned and what comes here as a proof of it. There was no necessity to call for it in this surah, which is one of the greatest purposes of which is the indication of softening hearts: "He said" meaning Musa: "O Harun, you are the Prophet of Allah, my brother, my minister, and my successor. You are the most deserving of people to blame him and the most rightful to admonish him. What prevented you when you saw them go astray from the path of guidance and follow the way of ruin, from following me in my conduct with them in taking hold of the oppressor willingly or unwillingly? Following that does not deviate in it from what I have guided you to in any way from deviation." And he expressed this emphasis by the addition of "no" in his saying:
