And when the king may not be a possessor, he means by saying: "To Him belongs whatever is in the heavens," meaning all of it, from the rational and the non-rational, "and whatever is in the earth," all of it, "and whatever is between them," meaning the heavens and the earth, "and whatever is beneath the soil," which is the moist earth.
