Commentary
Except that We have sent it down as a reminder, meaning a great reminder for whoever fears, from those whom We indicated at the end of the previous verse regarding his glad tidings, implying that among them will be from the pious those whose multitude is suitable for the miracle of this Qur'an and its permanence. What is in it from the collection referred to by the expression of the Qur'an for all that is in the previous books from rulings, both fundamental and subsidiary, and admonitions, and moral teachings, and knowledge and etiquette, and news of the past and the latter, and the benefits of both abodes, and its increase over them by what Allah wills. This is because the multitude of the nation is in proportion to the greatness of the book. The expression 'but' indicates that it may be from the category of:
And there is no fault in them except that their swords are remnants from the clash of the battalions.
