And when he mentioned the oppressor, he followed it with the Wise and said: ﴿And whoever does﴾. And when man is in a state of inability, even if he strives, he said: ﴿Of the righteous﴾, meaning those which Allah has commanded him to do according to his ability. For indeed, "No one can truly estimate Allah as He deserves" and "No one will be able to withstand the religion except that it will overpower him." ﴿And he is a believer﴾, so that its foundation may be built on that basis. [And he expressed it with 'fa' as an indication of the acceptance of deeds and making them a cause for that state.] [He said -]: ﴿So he does not fear injustice﴾ [by being attributed with evil that he did not commit -] (p-350) because the recompense is of the same kind as the deed. And the reading of Ibn Kathir with the wording of prohibition confirms the emphasis in negation ﴿And nor injustice﴾, meaning a reduction in his recompense, even if he did not fulfill the position's right, for he is unable to do that. And the origin of 'hadhm' is breaking. As for the non-believer, if he were to perform deeds like mountains, they would have no weight.
