And when there was in that a proof of their bad nature and the opposite of their disposition, and that they do not keep a covenant nor remain steadfast on a path, He reminded them of the blessing of the Book, which is characterized by being a guide in all situations by returning to it when lost. So He said: And Al-Harali said: When He, the Exalted, mentioned the matter of Musa, peace be upon him, which is specific to their affair, He detailed for them the matter of what Musa brought and what was from them regarding what he brought. It has ended. So He said: ﴿And when We gave﴾ meaning by what We have of greatness ﴿Musa the Book﴾ meaning the complete one in itself, gathering you on the path of truth. And when the Book was, while being comprehensive of what was intended from it, distinguishing between the confusions, He described it by saying ﴿and the Criterion﴾ meaning the one that clarifies things as they are without leaving any confusion in anything. Al-Harali said: So He established for them two matters from the Book, which contains the rulings of actions and the Criterion, which contains the matter of knowledge, and they are the foundation of the state of establishing the religion through knowledge and action; and the Criterion: is a term of emphasis that implies comprehensiveness, fullness, and greatness in what it is used for, and in this term it refers to the distinction, which is the manifestation of what the apparent wisdom has confused for the eyes through the clarification of the distinction of its confusion by what the ear hears. And it came in it with the word 'perhaps'; indicating ambiguity in their matter and distinguishing them between one who affirms the ruling of the Book, acts by it, is knowledgeable of the nuances of the Criterion, and is experienced with it, and between one who abandons the ruling of the Book, being heedless of the knowledge of the Criterion. It has ended. So He, the Exalted, said: ﴿Perhaps you will be guided﴾ meaning that your state may be like that of one whose guidance is hoped for, so his forbearance overcomes his ignorance and his intellect overcomes his desire. And for this conclusion, He followed it with what He guided them with regarding what He obligated upon them from the severe punishment that deters them from such acts as killing souls. So He said:
