And when he urged spending, he elaborated and gave examples and spoke extensively about it. He did not specify a time for it, as if a questioner asked: At what time should it be done? He clarified in a comprehensive verse for the types of wealth, times, and conditions that it is good at all times and in all situations. He said: ﴿Those who spend their wealth﴾, meaning in the good causes that were previously pointed out. He emphasized from the opposites what was closer to sincerity, indicating its virtue. He said: ﴿By night﴾ if that situation requires it, ﴿and by day﴾ if the plan of guidance calls them to it, ﴿in secret and openly﴾ likewise.
