And when the intended meaning of what has passed regarding their fighting is to stop their harm by any action, it is confirmed by His saying: ﴿And fight them﴾, meaning these who we have attributed to fighting you, expelling you, and causing you tribulation, are more general than just being disbelievers or not. ﴿Until there is no fitnah﴾, meaning that a fitnah exists in that they are unable to harm anyone from the people of Islam to turn him away from his religion, or expel him from his home, or take away his wealth, or overpower him regarding his rights. Therefore, fighting everyone from whom this occurs is either disbelief or transgression in the way of Allah until he returns to the command of Allah. ﴿And the religion﴾, meaning obedience and worship.
And when this was in the early days after the Hijrah, before they saw from Allah's victory for them that which would strengthen their resolve, He stripped it of emphasis and said: "Allah", meaning the One who has no equal, specifically for Him, that the matter of the Muslims would be apparent, and there is no share for the devil in it. No one from the people of disbelief or the people of transgression can overpower anyone from them, and this is because there will not remain a polytheist at all, nor will there remain a person of the Scripture except that they will be compelled to pay the jizyah. The wisdom in keeping them, as opposed to the polytheists, is that they have scriptures which they were given respite for their sanctity, and they should look into them to arrive at the truth from them. For although they have been altered, there remains in them that which guides the one who is granted success, as they have not all been altered. As for the people of idols, they have nothing that guides them to the truth, so their respite is an increase in their polytheism, cut off without any benefit to be expected.
Al-Harali said: In it is an indication of what has occurred and what is occurring and will occur from the fighting of the party of truth against the party of transgression throughout the Muhammadan day, by which the fitnah is removed, and the religion is made pure for Allah, in unity, satisfaction, and steadfastness upon the state of the righteous predecessors and the time of the caliphate and prophethood - it has ended.
﴿So if they cease﴾, meaning they have made their souls return from that which they have warranted fighting for, then they have left oppression and prohibition.
Al-Harali said: The ruling that prevents the action that is being aimed at is like the effect of reason, which is called prohibition to prevent it from that which the soul inclines towards, from that which reason can discern. The Prophet, blessings and peace be upon him, said: "Let those of sound minds and reason be in charge of me." So whoever is not from the people of reason, the prohibition has forbidden him, and that is the mentioned ruling - it has ended.
﴿So there is no transgression﴾, meaning there is no way for the enemy to engage in severe fighting against them, for there is no transgression ﴿except against the wrongdoers﴾.
Al-Harali said: He mentioned the comprehensive wrongdoing (p-116) for the purpose of placing the matter in the wrong place, from the highest of the religion to its lowest - it has ended.
And it is permissible that the meaning is: If they cease from polytheism, then the name of injustice has been removed from them, so do not commit aggression against them. If you commit aggression against them, there will be a ruler over you for your injustice towards them, for there is no aggression except against the wrongdoers, those whom you have entered into their designation and they have exited from their designation by ceasing. So there is no aggression except against you, not against them. And the meaning of aggression is fighting with the utmost of enmity, severity, and determination.
