(p-36) And when it was caused by his action that which piety called for from justice, the obligation of acting upon it, he said: ﴿So whoever alters it﴾ meaning the bequest that occurs in the prescribed manner or that which is recommended by changing its essence if it was specific, or reducing it if it was general.

And Al-Harali said: When the pious were entrusted with delivering their left behind to their parents and relatives, they executed it in a good manner. The warning was directed towards those who altered it, and in his understanding that the obligations were revealed due to a deficiency that occurred regarding the bequest. When the obligations were prescribed, two-thirds were taken away from them, and one-third remained according to the initial ruling.
