(p-36) And when it was caused by his action that which piety called for from justice, the obligation of acting upon it, he said: ﴿So whoever alters it﴾ meaning the bequest that occurs in the prescribed manner or that which is recommended by changing its essence if it was specific, or reducing it if it was general.
And Al-Harali said: When the pious were entrusted with delivering their left behind to their parents and relatives, they executed it in a good manner. The warning was directed towards those who altered it, and in his understanding that the obligations were revealed due to a deficiency that occurred regarding the bequest. It was as if, had it remained as such, all the wealth would have been a share for the deceased. When the obligations were prescribed, two-thirds were taken away from them, and one-third remained according to the initial ruling. It was clarified that the obligation is the essence of the bequest, so there is no bequest for an heir because the obligation replaces it - this is the end.
﴿After he hears it﴾ meaning he knows it with certainty, but if he does not verify it and strives, there is no sin. He emphasized the warning against the alteration of the alterer and the silence of the remaining ones regarding it by saying: ﴿Indeed, his sin﴾ meaning the alteration ﴿is only upon those who alter it﴾ by action or estimation; nothing of it will reach the one bequeathed. And since the bequeather and the alterer have words and actions (p-37) and intentions, he warned by saying: ﴿Indeed, Allah﴾ meaning the All-Encompassing of all attributes of perfection ﴿is All-Hearing﴾ meaning of what each of them says ﴿All-Knowing﴾ of their secrets and public matters in that. So let the one who commits evil beware, even if he shows otherwise, and from the supplication of the oppressed, for indeed Allah answers it.
