And when the matter of the qiblah was completed and what followed it, and it was concluded with the prescribed law of Hajj written for the people in general, the one commanding them with it was the builder of the House, Ibrahim, blessings and peace be upon him, by the command of Allah, glorified and exalted is He, with His saying when he stood at the station: O people! Hajj has been prescribed upon you, so perform Hajj. Those whom Allah, glorified and exalted is He, knew would perform Hajj responded to him. Then the prophets from the children of Israel, the son of Ibrahim, blessings be upon both of them, performed Hajj. Then the people of the Book concealed it in what they hid from their scripture out of envy for the Arabs. The verse of Hajj was concluded with 'All-Knowing,' referring back to the matter of the concealers who conceal the truth while they know it. The greatest thing they concealed was the matter of this Book, which is the guidance with which the chapter begins. And when He clarified their recompense, He excluded the repentant ones, explaining the conditions of the three types of repentance. He said: 'Except for those who repented' with regret for committing the sin, 'and reformed' with determination not to return, 'and clarified' what they had concealed, so their repentance became evident by their refraining from sinning.
And when it is the nature of man to love what is due to him, He encouraged them towards repentance after their repentance as a reason for their repentance and mercy, even though all of this is a favor from Him in the essence of the matter. He said, expressing with the conjunction: 'So those' of high rank, 'I will accept their repentance,' meaning: I will accept their repentance and protect them with what indicates the example of the continuous action in what I have guided them to begin. And in the connection with the conjunction, there is an indication of the hastening to rescue the repentance of Allah upon them from the fire of fear and regret, a mercy from Him for them by raising them to the abode of humanity. For the fire of fear in this world for the sinner is a mercy from the punishment of the fire, saving him from the fire of dominance in the Hereafter. Whoever does not burn in the fire of striving will be burned by the fire of fear, and whoever does not burn in the fire of fear will be burned by the fire of dominance - as Al-Harali informed him. And when it is the nature of man to repeatedly commit sins due to forgetfulness, He concluded the verse with what indicates that the decree is: 'Indeed, I love the repentant.' He said: 'And I am the Most-Relenting,' meaning: time after time for whoever repeatedly commits the sin and then returns to repentance again and again, 'the Most Merciful' for whoever does what pleases Me.
