Commentary
He said, meaning Moses, blessings and peace be upon him, coming with the utmost humility towards one who is more knowledgeable than him. This is guidance for what is appropriate in seeking knowledge, hoping for Allah's facilitation for him and benefit from it. 'You will surely find me,' he confirmed the promise with the letter 's.' Then he informed about Him, glorified and exalted is He, that He strengthened the confirmation by invoking the mention of Allah, the Most High, due to His knowledge of the difficulty of the matter regarding which encouragement was previously given in this [Surah] in His saying, 'And do not say of anything, 'Indeed, I will do that tomorrow' [Al-Kahf: 23]. This is to indicate that it is the methodology of the Prophets and the path of the Messengers. So He, the Most High, said, 'If Allah wills,' meaning the One who has the attributes of perfection, 'patient' regarding what it is permissible to be patient about. Then He increased the confirmation by saying, adding with 'and' to 'patient' to clarify the establishment in each of the two descriptions: 'And I do not disobey' meaning, and not disobedient, 'a command from you' that you command me with, not contrary to the apparent command of Allah.
