Commentary

And he followed it immediately with another state by His saying, glorified and exalted is He: ﴿ قائمًا ﴾, explicitly affirming the necessity of it, and specifying that He is a guardian over what preceded it from the books, establishing for others. It has been mentioned in Al-Fatiha and then in Al-An'am from Imam Sa'd al-Din al-Taftazani al-Shafi'i, may Allah have mercy on him, that every surah that begins [with praise-4] indicates a blessing from the essential blessings, which are existence and preservation first, and existence and preservation second. It is indicated in Al-Fatiha by its being the mother of the Book to the four, and in Al-An'am to the first existence, which is evident, and in this surah to the first preservation. For the order of the world and the continuity of the human species is through the Prophet and the Book - this has ended. It is supported by the fact that in this surah it mentioned that it was organized with the People of the Cave, the matter of those who were aware of them from their contemporaries, then with Al-Khidr, peace be upon him, many of the conditions, then with Dhul-Qarnayn, the matter of all the people of the earth with what was facilitated for him from the causes, among which is the barrier between us and Gog and Magog, who will cause the corruption of the entire earth when Allah, glorified and exalted is He, brings them out. Then it mentioned in the one that follows it from the people of His love and selection, those who followed them for the order of the world with what He facilitated for them from His obedience, and enlightened them with His knowledge. And it continued like this in most of the surahs until it mentioned the surah in which it indicated the second existence, and followed it with the one in which it indicated the second preservation. And since the preservation of the first necessitates a period for reaching the limit of obligation [and the execution of the pen] (p-5), then another period in which there is action and preparation for what it is for, this existence is from the presentation to the Most Merciful, for recompense for evil or good, and another period in which the previous creatures are held until the arrival of the decree of death for the waiting of the latter, until reaching what He, glorified is He, has set of lifetimes, for the times of respite, and the standing of all people for the Lord of the worlds, and it is the Barzakh. What was before the obligation was similar to non-existence except in learning the [Book] and the oneness and gathering on the people of religion and fulfilling what they had previously in the covenant [of the rulings], and they were trained on it from the lawful and the unlawful. It was indicated between Al-Fatiha and Al-An'am, which is the surah of the first existence of the four surahs, and it seems that the age of maturity was the first existence from non-existence, and the remainder of life - which is the time of obligation - was indicated by what is between Al-An'am and this surah from the surahs in which the fates of the former and the news of the past were mentioned as a warning against similar conditions for those who followed their path. And it was concluded with praise combined with oneness [indicating] that it is necessary to strive for the end of the term in the highest of the characteristics of [religion], and it was indicated to the period of Barzakh by what is between this and the surah of the second existence from the surahs in which he mentioned mostly similar to that, and he increased in all of them the mention of death and what follows it from the Barzakh, which will be for the severance of [relations] by the gathering of creatures, for the sake of the manifestation in the response of greatness, and the profound unveiling of the authority of the word, (p-6) and the adornment with the ruling by the stability of the two groups in the abode of bliss or the pit of hellfire. And he increased in what is between this and between Saba from the matter of resurrection a multitude that was not in what preceded until he prefaced some of it with it, and built upon it like the two surahs of the Prophets ﴿ The time of reckoning for the people has drawn near ﴾ [Al-Anbiya: 1] and Al-Hajj ﴿ Indeed, the earthquake of the Hour is a great matter ﴾ [Al-Hajj: 1]. And since there was no period between resurrection and what follows it for anything of that, he followed the surah of the second existence with the surah of the second preservation without a separator or barrier or hindrance - and Allah knows best.

And when He described the Book with what it has of greatness in all that has passed of its attributes of wisdom and precision, detail and clarity, truthfulness, and bringing out from darkness to light, and gathering every meaning and clarifying everything, He followed it with mention of its benefit, prioritizing what is most important in repelling harm by warning. This is because its position, as is evident from 'glorified is He,' is as He said: ﴿to warn﴾ and He restricted it to the first object to encompass everyone whose acceptance of the warning is valid, even hypothetically. This indicates that the aim is to clarify what is warned against, not the one warning, ﴿a severe punishment﴾ coming ﴿from Him﴾, meaning the most extraordinary of what is with Him from the miracles in this Book of its inimitability for those who oppose His command, from the punishment of this world and the Hereafter, like the event of Badr and others that are beneficial for entering Islam upon them while they are averse, after they had been in strength and now are in weakness. ﴿And to give good tidings to the believers﴾, meaning those firmly established in this description, ﴿who do righteous deeds﴾, which is what He commanded exclusively [for Him]. And that is from the teeth of the key to faith, ﴿that for them﴾, meaning from where they are acting, ﴿is a good reward﴾, which is bliss, while they are in a state.
