And when He commanded that which included that he is like his brothers among the messengers in being human; He followed His saying (the Most High) - in conjunction with: "But they refused"; or "But they said" -: ﴿And what prevented the people﴾; meaning: Quraysh; and whoever said with their words due to their confusion; ﴿from believing﴾; meaning: there remained for them no barrier from faith; and the sentence is the object of "prevented"; ﴿when the guidance came to them﴾; meaning: the conclusive evidence for faith; which is the Qur'an; and other evidences; ﴿except﴾; and the subject of "prevented" is ﴿from saying﴾; meaning: denying to the utmost degree; astonished; mocking: ﴿Has Allah sent﴾; meaning: with what He has of the dazzling greatness of the attributes of majesty; and honor; ﴿a human messenger﴾; and the reason for following misguidance - despite the clarity of its harm - and leaving guidance - despite the appearance of its benefit - is the occurrence of doubt; or desire; for the weak-minded - and they are the majority of people - at the beginning; then the imitation of the leaders; and the entrenchment of bad habits thereafter;
