And when these phrases were completed in this beautiful manner and with this majestic description, He - glorified and exalted is He - drew attention to that by His saying, in addition to the manner of: "We have set forth these examples as you see; in the highest manner; and the most eloquent context; in the most beautiful arrangement": ﴿And certainly We have set forth﴾; meaning: We have repeated; and we have repeated many times; by virtue of our greatness. And since the structure of the Surah is based on clarifying the care for the people; those who are God-fearing; and those who are doers of good; the occasion necessitated - for further emphasis - the introduction of His saying (the Most High): ﴿For the people﴾; meaning: those who are people; ﴿In this Qur'an﴾; the guide to that which is the most upright; ﴿From every example﴾; meaning: from everything that is in its strangeness and its course in the corners of the earth; and its eloquence; and its clarity; and its elegance; like the example that should be taken into consideration; and "the setting forth" means: making the meaning circulate in different directions; by addition; and description; and connection; and the like; ﴿But he refused﴾; meaning: he caused that which is a cause for healing; and gratitude; and guidance; to be denied; confirming our saying: "And it increases the wrongdoers only in loss"; that he refused (p-511) ﴿Most of the people﴾; and they are those who are; in the form of people; and they have been deprived of their meanings.
And when "he refused" was interpreted as meaning denial; the meaning was: so they were not pleased; with arrogance; and haughtiness; he faced it with the tool of exception; so He (the Most High) said: ﴿Except for the ungrateful﴾; due to their disturbance.
