Commentary
And when He commanded and prohibited; and He warned of the punishment on the Day of Resurrection; it was perhaps thought by those who have no knowledge - and they are the majority - that the frequent mention of the reference to the Day of Resurrection indicates a deficiency in ability in this world; He clarified the negation of that by His saying (Exalted is He): ﴿And if Allah had willed﴾; meaning: the Most High King, with whom no one has authority; to make you a single nation with no disagreement among you in the fundamentals of religion; nor in its branches; ﴿He would have made you a single nation﴾; agreeing on one matter; not leading to anything else; with the causes of disagreement negated from it; ﴿But﴾; He did not will that; and willed your differences; so He ﴿leads astray whom He wills﴾; as a justice from Him; because He is complete in ownership; universal in dominion; and if the one whom He led astray was in the best of conditions; ﴿and guides﴾; by His grace; ﴿whom He wills﴾; even if he were in the worst of conditions; thus they will be differing in their intentions; this one leads to something other than what that one leads to; so disagreement arises; while reason leads to the understanding that unity is better than division; thus disagreement; with this; is from His magnificent ability.
And when it is established by this that all actions are solely His; and there is no action for anyone else at all; it may sometimes be mistakenly thought that there is no harm upon anyone in anything he does; He clarified that the question will be about the direct action that is apparent in what people are accustomed to attributing the action to the one who appears to have acquired it; so He said (Exalted is He) - encouraging; warning; affirming their denial of resurrection; in addition to what arises from it -: ﴿And you will surely be asked about what you used to﴾; meaning: in being that you are created upon it; ﴿do﴾; even if it is slight; so He will reward each of you for his action; even if He is free from the need for the question; for He is All-Knowing of everything.
