And when these phrases became established; which gathered - by their gathering of the commanded and the prohibited - what the records and chests cannot contain; and the opponents among the eloquent Arabs testified that they reached the dictionary of the sea; and transcended the limits of humanity; he turned to what the context understood - such as: "So remember"; or "So adhere to what you have been commanded; and reject what you have been forbidden" - some of what it summarized; and began with what is most important in its gathering; which is fulfilling the covenant; which the scholars of Allah understand from the decisive arguments for monotheism; and the truthfulness of the messengers; and the necessity of following them; thus it was the greatest of covenants; and others understand from it what they are familiar with from the agreements that occur among them; so if they proceed in it as He commanded - glorified and exalted is He - and sought His pleasure; knowing that He is the just; that led them to the rank of the first ones; so He said (the Exalted): "And fulfill"; meaning: establish the fulfillment; which there is no fulfillment in reality other than it; "the covenant of Allah"; meaning: the Most High King; who made a covenant with you based on the arguments of reason; and transmission; from monotheism; and other foundations of religion; and its branches: "Those who fulfill the covenant of Allah and do not break the pledge" [Ar-Ra'd: 20] "And none misleads by it except the disobedient" [Al-Baqarah: 26] "Those who break the covenant of Allah after its confirmation" [Al-Baqarah: 27] "When you made a covenant"; by your acceptance of it; by your submission to similar evidence; in what is known of your customs; and you declared it (p-241) in your hardships; "Then when harm touches you, to Him you cry out" [An-Nahl: 53]; then he turned to what is of its kind; and more specific; so He said (the Exalted): "And do not break your oaths"; and He excluded the frivolous oath by His saying (the Exalted): "After confirming it"; and He omitted the preposition because what is prohibited is the totality of the time of distance by breaking; and that can only be through a comprehensive lie; some of it by force; and some of it by action; and perhaps he gathered an indication that the blameworthy is its trivialization without stopping at an expiation; because whoever did that; even if in one instance; was doing that in all; unlike one who breaks what he has broken - better - with expiation; for he is breaking part, not all; because he is revolving with good; and the first is revolving with desire; then He warned them against breaking by stating that He is observant and capable; so He said (the Exalted) - denouncing their state at that time -: "And you have made Allah"; meaning: the One who has all greatness; "as a guarantor over you"; meaning: a witness and a watcher.
And when it is the nature of the observer to preserve the conditions of the one being observed; He said (the Exalted) - encouraging; warning -: "Indeed, Allah"; meaning: the One who has complete encompassing knowledge; "knows what you do"; so you have not done anything except by His will; and His ability; thus His guarantee was established with this consideration; and even if He did not explicitly state the establishment; whenever you break, He acts with you as the act of the capable guarantor; (p-242) with the guaranteed procrastinator; from taking the right; and punishment.
