Commentary
Then he repeated the warning about that Day in a way that adds to what the previous verse has conveyed. It is that the testimony occurs against the nations; not for them; and it will be in their presence. So Allah, the Most High, said: "And on the Day"; meaning: and warn them of the Day "We will raise"; meaning: by what We have of greatness; "in every nation"; of the nations; "a witness"; meaning: he is in the highest ranks of testimony; "against them"; and since the mission of the previous prophets - blessings be upon them - was specifically for their people; except for a few; He said: "from themselves"; and that is their prophet.
And when this day has a reality that there is no doubt about in any way; and likewise the testimony of the Prophet - blessings and peace be upon him -; he expressed it in the past; indicating that he - blessings and peace be upon him - has always been characterized by this noble attribute since the time of his mission; so He said (the Most High): ﴿And We came﴾; meaning: with what we have of greatness; ﴿as a witness against you﴾; meaning: a testimony that is appropriate for our greatness; ﴿against these﴾; meaning: those whom We sent you (p-233) to them; and they are the people of the earth; and most of them are not from his people - blessings and peace be upon him -; and for this reason, he did not limit his mission to anything; then He clarified that there is no excuse for his witnesses; for there is no argument on that day for whoever opposed his command today; because He - glorified and exalted is He - removed the excuses; and left the matter on a clear white; its night is like its day; none deviates from it except the doomed; so He said - adding to His saying: 'And what We have sent down to you of the Book'; the verse; following His words: 'There is no doubt'; the two verses -: ﴿And We sent down﴾; meaning: with our greatness; gradually; and in stages; ﴿the Book to you﴾; which encompasses guidance; ﴿as a clarification﴾; meaning: for the sake of complete clarification; they said: and it is a noun; and not a source; like 'tilqaa'; ﴿for everything﴾; and it responded to you from their questions; and their occurrences; and others; and it is in the highest levels of clarity; just as it is in the highest levels of eloquence; because the meaning in it is quicker to understand; and clearer in perception; and the soul is more receptive to it due to its good arrangement; and its proximity to understanding; and it is only needed to explain it; even though it is at the end of the statement; due to the human shortcoming in knowledge of the ways of the Arabs who are the origin in this language; and the shortcoming of the Arabs in all its purposes; just as they fell short in its degree of eloquence; thus the need returned to the shortcoming of understanding; not to the shortcoming of the words in the statement; and for this reason, people differed in understanding it due to their differences in degrees of eloquence; and knowledge of the ways of the Arabs in all their styles; Imam al-Shafi'i (p-234) - may Allah be pleased with him - said in the last sermon of the message; after he invoked Allah (the Most High) to grant him understanding in His Book; then in the Sunnah of His Prophet - blessings and peace be upon him -: No calamity descends upon anyone from the people of Allah's religion except that in the Book of Allah is the evidence on the path of guidance in it - and he cited verses; including this one -; and that is because He - glorified and exalted is He - clarified in it the oneness; and the origin; and the resurrection; and the command; and the prohibition; and the lawful; and the unlawful; and the limits; and the rulings; with the text on some of them; and by referring to the Sunnah in others; and to consensus in the manner of His saying (the Most High): ﴿And whoever follows a path other than that of the believers﴾ [An-Nisa: 115]; and to following the rightly guided caliphs; in His saying - blessings and peace be upon him -: 'Upon you is my Sunnah; and the Sunnah of the rightly guided caliphs after me'; and by following all of his companions - may Allah be pleased with them -; in His saying - blessings and peace be upon him -: 'My companions are like stars; by whichever of them you are guided, you will be guided'; and they have strived; and they have made analogies; and they have paved the ways of analogy and striving; and none of them has deviated from the Book; and the Sunnah; so it is from the signs of prophethood in his being - blessings and peace be upon him - a witness; for he informed about them only with what they are worthy of. (p-235) And when the clarification may lead to misguidance; He said (the Most High): ﴿And guidance﴾; meaning: leading to the intended goal; and when that may not be in the way of honor; He said (the Most High): ﴿and mercy﴾; and when honor may not be with what is in the highest levels of joy; He said - glorified is He -: ﴿and good news﴾; meaning: a very great glad tidings; ﴿for the Muslims﴾; and it may be that the estimation is: 'In every nation a witness against them'; and he is their Messenger whom We sent to them in this world; 'And We came with you as a witness against these'; for the reason that We have sent you to them; and made you trustworthy over them'; and 'And We sent down to you the Book as a clarification for everything'; so there is no excuse for them; thus it will be connected to what the previous speech clearly indicated regarding its estimation.
