بِٱلۡبَيِّنَٰتِ وَٱلزُّبُرِۗ وَأَنزَلۡنَآ إِلَيۡكَ ٱلذِّكۡرَ لِتُبَيِّنَ لِلنَّاسِ مَا نُزِّلَ إِلَيۡهِمۡ وَلَعَلَّهُمۡ يَتَفَكَّرُونَ ٤٤ ﴿44
44(We sent them) with clear signs and scriptures. And We sent down the Reminder (The Qur’ān) to you, so that you explain to the people what has been revealed for them, and so that they may ponder.

And when the messengers of kings are accompanied by what defines their truthfulness; he said - in response to one who seemed to ask: By what evidence were they sent? -: ﴿With clear signs﴾; which define their truthfulness; (p-168) ﴿and the scriptures﴾; meaning: the guiding books to the commands of their Sender.
