And when there were two matters in their saying, he answered about each of them in a manner of resumption, on the assumption of the question of one who might have said: Perhaps then he answered them. It was said: He answered about the second, because it is closer, by saying: ﴿We do not send down the angels﴾; meaning: this type; ﴿except﴾; a descent mixed; ﴿with the truth﴾; meaning: due to the action of the established matter; and this is the meaning of what Al-Bukhari said in the Book of Tawhid: Mujahid said: with the message; and the punishment; and as for the messengers, then with the truth of the sayings; and as for the warners, then with the truth of the actions; from destruction; and salvation; for if they were sent down upon them - as they proposed - the matter would have been decided between you and them; and they would have perished; ﴿And they were not﴾; meaning: the disbelievers; ﴿if﴾; meaning: when the angels come to them; ﴿as warners﴾; meaning: the warning would be present for them; on an assumption of some assumptions; because the established matter necessitates the salvation of the obedient and the destruction of the disobedient immediately; without delay; and at that time, what we decreed regarding their delay would be missed; and the extraction of whom we intended to have faith from their loins.
