Then He clarified - glorified and exalted is He - what resulted from the cry; following it up; He said: ﴿So We made its high part﴾; meaning: their cities; ﴿lower and We rained﴾; and since the warning in this surah is greater than the warning in the surah of 'Hud' - blessings and peace be upon him - due to their request for him to bring all the angels; He returned the pronoun to the punished ones; not to their cities - as was mentioned in the surah of 'Hud' - blessings and peace be upon him - because this is clearer; He said: ﴿upon them﴾; meaning: the people of the cities which were turned upside down for their sake; ﴿stones of baked clay﴾;
