And when the matter of their destruction was established without any explicit statement or specification of a time, Allah, the Most High, said: ﴿And We decreed﴾; meaning: by virtue of Our greatness; inspiring ﴿to him﴾; specifically; ﴿that matter﴾; and He indicated its significance by referring to it with a distant pronoun. Then He explained it by saying: ﴿That the end﴾; meaning: the last; ﴿of these﴾; meaning: the insignificant ones in Our power; and He indicated with the passive form to His greatness - glorified and exalted is He - and the ease of the matter with Him. So He said: ﴿Cut off﴾; while they are; ﴿morning﴾; and the end cannot be cut off until what is below it is cut off; because the enemy will be facing his enemy. So it is a metaphor for total annihilation, as the last of them and the first of them are equal in being taken; because the taker is capable; not as some people do with each other, that they become weary at the end of events, causing some of them to escape.
