So when they incited him with this prohibition, he said, denying that he could be among the despairing: 'And who despairs' means: he loses hope in this despair; 'of the mercy of his Lord' means: the One whose kindness has always been ongoing towards him; 'except the misguided' means: those who err in the correct belief about their Lord; regarding the completeness of His power; and that disobedience does not harm Him; nor does obedience benefit Him; and this indicates that he was not despairing; rather he was intending to affirm the news; and in this there is a hint towards the matter of resurrection.
