'And if' means: and what; 'from anything' means: from what has been mentioned; and other possible things; and there is no end to them; 'except with Us' means: for what We have of overwhelming power; 'His treasures' means: as it is established with you; you do not dispute in it; it was said in Al-Kashaf: the mention of the treasures is a representation; 'and what We send down' means: the absolute of that thing; not with the condition of not having an end; for everything that is brought into existence is finite; so it is the use of 'except by a known measure'; according to the gradual process; as you see it; and from Ibn Mas'ud - may Allah be pleased with him -: it is not a year that rains more than another year; but Allah divides it; and determines it in the earth as He wills; a year here; and a year there; and perhaps it is in the sea; so this is a decisive evidence that the acting agent specifies it at a time without another time; and in one land without another; one chosen acting agent.
