Commentary
And when he mentioned their emergence [to him], he mentioned their state in that emergence and said: "And you will see the criminals" [meaning] and you will see them. However, he [Allah] made evident their multiple attributes which necessitated for them disgrace; and criminality is cutting off what is permissible from action by doing what is not permissible. "On that Day" [meaning] when these great matters occur. "Grouped together" [meaning] each one of them is gathered to his counterpart, or their hands are gathered to their necks, collectively in it is severity and constriction. "In chains" [meaning] in fetters, and what is meant here is the shackles, that is, the chains that bind the hands [in them] to the necks, and they are bound in it along with their forms.
