Commentary

So when the speech was brought forth to these two examples, astonishment occurred from those who leave the example of the first and do the example of the second. Thus, a reminder occurred that this is by the action of the Conqueror. He, the Exalted, said in response to the one who seemed to say: "Indeed, this is the clear truth. Then we find the souls inclined to misguidance and wandering in the realms of falsehood. So how can we comply?" "Allah affirms those who believe," meaning they have realized this truth, even if at the lowest degrees, "with the firm saying," meaning that which is in accordance with the evidence, "in this worldly life," like what has preceded from the attempts of His prophets, "and in the Hereafter." And He guides them at every question to the best of sayings, where minds falter and thoughts are astonished due to the severity of the horrors. "And Allah leads astray," meaning He who has all authority, "the wrongdoers," meaning those deeply entrenched in wrongdoing. He shakes them due to their fluctuation in the darknesses, which by its nature leads its possessor to misguidance and confusion. They do what no sane person would approve of. The verse is from the intertwining: it mentioned steadfastness first as evidence against its opposite secondly, and misguidance secondly as evidence for guidance first. "And Allah does what He wills," meaning He who has all authority, so He is not questioned about what He does, "what He wills," because all is by His decree and judgment, and He is the Powerful, the Conqueror. So let there be no astonishment at anything. And in this is guidance towards turning to Him and casting the reins of neediness towards Him. Al-Bukhari narrated in the Tafsir and others, and Muslim in the latter part of the description of Paradise and Hell, from Al-Bara' may Allah be pleased with him, that the Messenger of Allah blessings and peace be upon him said: "The Muslim, when asked in the grave, will bear witness that there is no deity but Allah, and that Muhammad is the Messenger of Allah." This is His saying, the Exalted, "Allah affirms." This is the verse.
