And when what has passed was dependent on knowledge and ability, and especially since He concluded this verse with guidance, and their denial of resurrection was a denial of the first creation, and He, glorified and exalted is He, knew that responding to their proposals would not be beneficial for them, because they are obstinate and not seeking guidance, He, glorified and exalted is He, after turning away from responding to their suggestions, began to affirm from His tangible actions that necessitate His attributes of knowledge and ability, what is like the resurrection. This is an indication from Him, exalted is He, that denying resurrection, if it is due to the impossibility of the resurrection, is like the beginning, and if it is due to the impossibility of distinguishing the dust from which the animal was created—after it has mixed with other things and its parts have separated—then distinguishing the water from which the child comes from the water that is not suitable for that is more astonishing, because water is more mixed and its blending is more concealed. Yet, with that, He knows it, so He said: "Allah" meaning the One who encompasses all things in knowledge and ability. "He knows" meaning knowledge that is ancient in eternity about what will exist and knowledge that is renewed in its relation according to the occurrence of events continuously. "What every female carries" meaning that which she carries in her womb. "And what the wombs decrease" meaning what they diminish from the water, so it dries up and becomes unfit to be a child. The origin of 'ghaydh'—as Al-Rummani said—is the departure of the liquid into the deep obscure, and its action is transitive and necessary. "And what they increase" meaning the wombs from the water upon the water that He, exalted is He, has decreed to be a pregnancy, so it may be twins or more in another union after the first pregnancy, as Ibn Sina and others among the physicians have stated regarding the possibility of that. In our time, a donkey has given birth to a mule, and that is because an increase is the addition of something to the measure, and its abundance is something after something, and that is decreed. No one can increase or decrease it, and all of that necessitates wisdom. Therefore, He concluded it with His saying: "And everything" meaning from this and other proposed signs and others. "With Him" meaning in His ability and knowledge. "By measure" in its quality and quantity, which does not exceed it nor fall short of it, because He is knowledgeable of the quality of everything and its quantity in the detailed and clear manner. Thus, the occurrence of confusion in that knowledge is prevented, while He is capable of what He wills from it. The verse is a clarification of His saying, exalted is He: "Those who disbelieved in their Lord" [Ar-Ra'd: 5], in which He clarified His nurturing of them in the manner that they witness and acknowledge.
