And when He, glorified and exalted is He, granted them the ability to remember with minds that indicate His Oneness and submission to His commands, it was as if it was a covenant in that. He said, describing those who remember in a way that clearly indicates that there is no understanding other than theirs: "Those who fulfill" meaning they establish fulfillment for everything "by the covenant of Allah" meaning [because of] the confirmed contract from the Most High King with His commands and prohibitions. They act upon both as He has prescribed for them and do not place one in the place of the other; and the covenants are the prior contracts regarding what one should do or avoid, and fulfillment is making something equal to another without increase or decrease.
And when the rational evidence necessitates steadfastness upon it just as the verbal pledge necessitates fulfillment of it, He, exalted is He, said: "And they do not violate the covenant" meaning neither the pledge nor its place nor its time; and violation is the breaking of the contract by doing what contradicts it and cannot be valid with it, and the covenant is the firm contract which consists of the commands and prohibitions confirmed by the judgment of reason.
